A mayoral candidates forum sponsored by Tenant Associations Coalition of San Francisco (TAC) was held in the Tenderloin at 201 Turk St in San Francisco on Wednesday, September 5, 2007, starting at 12:00pm. The forum which is part of a larger celebration of the organization's Ninth Anniversary. TAC represents a coalition of organizations and residents working within low-income communities of San Francisco. The mayoral candidates forum portion is slated to begin at 1:00pm and was moderated by Steve Conley, former Pacifica radio correspondent. A press room was available for interviews.

San Francisco Supervisors to Vote on Legislation Expanding SRO Voting Rights

Landmark legislation to expand SRO voting rights passed the Rules Committee yesterday by a 2-1 vote, with Supervisor Sean Elsbernd dissenting. The full Board of Supervisors will vote on the ordinance August 14.

Supervisor Ross Mirkirimi’s legislation requires that individuals “engaged in ‘get out the vote’ activities be provided access to Residential Hotels as visitors of guests and occupants, on the same basis as any other visitor.” The legislation was put together in the wake of a number of horror stories where voter outreach workers were not allowed into certain SRO hotels despite being accompanied by longtime residents.

There are 500 SRO hotels in San Francisco with 30,000 residents. These residents are very low-income and have traditionally been registered to vote at a lower rate than San Francisco’s general population. SRO residents are less likely to have televisions, cable, internet access and telephones.

Steve Eastman, an SRO tenant at the Raman Hotel, said that SRO residents are “essentially isolated” from media. Robert Haaland of SEIU said that going door-to-door is the most effective method of voter outreach and that when campaigners conducted voter outreach in SROs last November, turnout among SRO residents matched other areas of the city.

Elsbernd objected to the idea that hotel guests – as well as occupants – could invite people into SROs for “get out the vote” activities. He used as his example campaigning at the Park Merced Complex and dormitories at San Francisco State University in his district, two other housing complexes that have so called “gatekeepers” at the building’s entrance. “When we were campaigning in those places,” he said, “we just had a resident of the building do the door-to-door.”

Mirkarimi seemed amused at the idea of comparing SROs to college dormitories, and seemed surprised at Elsbernd’s challenge. Haaland agreed and said that this essentially amounted to discrimination against poor people. “There should be no difference in the ability to do voter outreach between apartments and SROs,” Haaland said.

After the 2006 election, Paul Hogarth wrote wrote about the importance of SRO residents turnout in Chris Daly’s victory over Rob Black in District 6. Elsbernd endorsed Black in that race.

It’s hard to explain to a group of SRO tenants who have put up with a noisy nightclub and are deeply skeptical of government’s ability to help that a result which keeps the club open – despite the owner admitting he broke the law – is a “victory.” Last night’s suspension hearing at the Entertainment Commission ended sooner than expected when Club Six’s attorney, Mark Rennie, admitted during his opening statement that the Club had violated the Noise Ordinance. Because this was the heart of the whole controversy, the Commission immediately moved to the penalty phase and the parties settled.

Club Six agreed to a 30-day suspension, but the Commission voted to put it on probation for the next four months and in the meantime will stay open. But if the Club exceeds the noise level even once during that period, the Commission will hold an expedited hearing and shut it down for 30 days – with the right to try for a second offense (60 days). It was a victory that low-income tenants who worked hard to demand respect for their neighborhood should be proud of. But for many of the tenants who had anxiously awaited a hearing for months and had hoped to see the City enforce the fullest extent of the law, it felt like an anti-climactic bust. TNT The New Tenderloin: Campaign to take back our neighborhood

Hello Tenderloin Community! I’d like to thank those of you that were involved in the Safety March last month. We were able to show city officials, media, and city residents that the Tenderloin is indeed a thriving and active community! As a result of the march and coverage in the media, TNT has become a buzzword in the community.

TNT, which stands for The New Tenderloin, is a collaboration of community service providers, groups, business/property owners, and residents. If you would like more information about joining TNT please contact me and we’ll add your name to the contact list. Some of the actions TNT is currently working on are:

***** Public Safety Hearing in July

***** Improved visibility/enforcement of school zones

***** Traffic calming on Leavenworth

***** Organized Court Watch

On a sadder note, I’m grieved by the up rise in senseless violence on our streets and in our buildings. In 2006, the Tenderloin had 6 documented homicides. Currently, we have surpassed last year’s number, and each day, the violence rages on. Will you be part of the solution? New Legislation to Expand SRO Residents' Voting Rights There are over 500 single residence occupancy (SRO) hotels in San Francisco, and these residential hotels house over 30,000 people. Most SRO residents are low-income, and many are minorities, seniors, and people with disabilities. In spite of being directly affected by the public policy choices of our City government, these residents are registered to vote at a lower rate than the general population. In several recent elections some SROs have denied access to campaign workers doing "get out the vote" activities such as distributing handbills and door hangers.Supervisor Mirkarimi has introduced two new laws to address the voting rights of SRO dwellers. First, he has introduced an ordinance that would allow occupants and guests to bring in campaign workers doing "get out the votes" activities. These workers would be allowed access on the same basis as other visitors through an amendment to the current City law on required goals for SRO visitation policies.Also, Supervisor Mirkarimi has introduced a resolution that addresses problems faced by the Department of Elections in accessing SROs for the purposes of voter education and registration. Currently, the Department faces difficulty in gaining entry to SROs, and the residents are thereby denied the benefits of this outreach. The resolution urges SRO managers and owners to allow access to the Department and also urges the Department to increase voter education and registration activities directly targeting SRO residents.These proposed new laws have been assigned to the Rules Committee of the Board of Supervisors, and this Committee will hold a hearing to consider them in approximately one month.
